In September 2001 the DVLA switched to the new format of "AB51 ABC" ,(currently "AB52 ABC") where the first two letters indicate area of the country, the next two digits determine the vehicle's age and the last three letters are random. Because of the unique nature of registration numbers, e.g. "registration numbers are not items of property in their own right". They are assigned, and can be withdrawn by the Secretary of State. They are assigned to the vehicle rather than its keeper.
